Control of moderator in a nuclear plant?

If there is too much fuel or moderator in the glove box then you run the risk of a criticality accident. This is basically an unexpected nuclear chain reaction. While there won't be enough material in the glove for "explosion," the chain reaction will release large amounts of radiation the could endanger the workers in the plant.
